they state on their website
cheque or money order only needs to be sent in post0 -
Traveller's cheque? But not sure if you'd have any comeback if it went missing in the post (as you'd obvously have had to sign it the second time) but IIRC you can make it payable to a specific person/organisation.
Otherwise ask your bank.0 -
Can you provide a link to the website?
Have you tried calling the US State Department or whoever it is that the cheque would be payable too, rather than the embassy? If you explain that you're outside the US and have no USD bank account they might be able to give you details of their bank account for an international bank transfer (you could use a service such as Transferwise, Currencyfair or those listed on FXCompared.com to save on bank charges).Let's settle this like gentlemen: armed with heavy sticks
On a rotating plate, with spikes like Flash Gordon
And you're Peter Duncan; I gave you fair warning0 -
Do you know anybody in the USA who could write a cheque to the State Department for you? I'm struggling to think of a reason why you'd need to pay for State Department documents if you don't already have some prior US contact. Having said that, I've no idea why anybody outside the USA would need to get documents from the State Department anyway so perhaps it's just a gap in my knowledge.0

Go to your own bank and get a foreign bankers draft for $50. They'll charge you a fee of course. Its amazing how these banks can't even do simple calculations correctly..............0
