eBay UK Collections contact number?

Getting very frustrated trying to speak to someone regarding an outstanding balance I have with eBay. eBay have suspended my account meaning I cannot update my contact details/email address.
I have phone eBay's customer services which is run by an Indian call centre who are absolutely useless and have no idea how to deal with the problem.
I have asked to speak to someone in the collections department to deal with the outstanding balance, but they can only provide me with an EMAIL ADDRESS with a 5-7 DAY RESPONSE. Ridiculous.
I need to speak to someone on the phone, not wait for an email back from someone who cannot understand what I am asking.
Does anyone have a UK based number for eBay or a direct number for the collections department?

I don't really understand what difference changing your contact details would make to Ebay wanting money from you. From what I know about how this works you're better off they have the wrong details as they put debt collectors on to harass you until you pay up.
Why do they say you owe them money and why aren't you paying? Presumably that is the heart of the problem..0
