Indeed. However if the firm decide, for whatever reason, that it is in their best business interests not to antagonise local residents then it is perfectly lawful for them to require new staff (and come to that any with less than two years service) to park a certain distance away. Done properly it would also be fairly easy to impose this on longer serving employees.
