Has anyone used this organisation when complaining about an appeal.
The website mentions POPLA not IAS, if the pcn was issued by a IAS member can you complain to ISPA?
I note ISPA is funded by the parking companies, so their independence is is doubt from the off

ISPA oversees POPLA and has nothing to do with the IPC. If your complaint involves an IPC appeal all you can do is contact the DVLA to complain about their conduct.
The DVLA won't do anything but if enough complaints get logged eventually they may be forced to act.0 -
The ISPA only covers POPLA, not the IAS. There is no scrutiny whatsoever of the IAS.
If you have had an IAS appeal rejected, you are into ignore anything but official court papers mode.
The ISPA is pretty ineffective, being funded by the BPA Ltd who do not provide enough funds for ISPA to allow much scrutiny.Je suis Charlie0 -
If the IAS has refused your appeal, please post it here, (redacted if you want to retain anonymity). Many (most) of their decisions are laughable, and we would like to get some of the more outrageous ones in front of a judge.
IAS are no more than a kangaroo court , totally in the pocket of the parking companies, keep the appeal rejection and, if they take you to court, (unlikely), use it against them.You never know how far you can go until you go too far.0 -
Has anyone FOI'd the DVLA to see how many complaints they have received about the IAS?0

When i get the decision from the appeal i will post it here.
The main 2 points on the appeal are poor signage/not as per cop and the car park was a free after 600pm but did not allow a "grace period of 1 month" My son parked at the car park the previous Friday and didn't pay 'cos it was free after 6.00 next Friday parked and got a pcn
IPC Code of Practice states
9. Changes in Operators Terms and Conditions
9.1 Where there is any change in the terms and conditions that materially affects the motorist then you should make these clear on your signage. Where such changes impose liability where none previously existed then you should consider a grace period to allow regular visitors to the site to adjust and familiarise themselves with the changes. It is suggested that a grace period of one month is appropriate and that during this period you should identify vehicles that would have incurred charges under the new system where they wouldn’t have previously and inform the driver by notice affixed to the vehicle that in future they will incur a charge. Vehicles that return having previously had notice of these charges can then be ticketed in the normal way at your discretion.
ALSO we did not notice until after we sent in the appeal but the ticket had the wrong car park on it , he was parked at Strawberry Place East but the pcn had Strawberry Place written on it, a different car park 200meters away with different parking charges.

As you have quoted the IPC Code of Practice, may I assume that this is an IPC affiliated PPC ticket?
If so, you should be aware of the v.a.t. position, did the NTD/NTK invoice mention vat? If not they may have questions to answer, read here:

As a company you will no doubt need a vat compliance invoice.You never know how far you can go until you go too far.0
