Unless someone spotted a man with a long white beard in a red suit just before the mystery package appeared it's almost certainly not intended for you.
Take it to your local police station and if no one claims it within 3 months it will be yours legally and with no guilty conscience. If you spend it you could find the ma fia knocking on your door to ask for it back...................

An old boss I used to work for, used to go through these weird break-downs (he had some mental health issues, but not obvious). Anyway during one of his breakdown episodes, involved him putting a £20 note in every letterbox on his street, periodically - really weird I know... This reminded me of that -

I would contact the police. that way if nobody collects it, its officially yours.

It can be neither, certainly not sinister - just japery. "Shoe Tree Glade" in one of the Newcastle parks (Armstrong, I think) has many hundreds of shoes.
