Conservatory Height?

Hi all, I hope someone can help, as I've been getting a little confused reading up on the Internet.

My neighbour has this weekend started to construct a conservatory, they are now at the roof stage and I'm quite concerned about the overall height, although I can't measure it at the moment, it is easily going to be over 3m. We live in a new build terraced house and from what I've read this means the height can't go above 3m? We are pretty much North facing so am concerned the small amount of sun we do get is now going to be blocked out.

If anyone can shed some light on the matter, I would be most grateful. Thanks

    Outbuildings and garages to be single storey with maximum eaves height of 2.5 metres and maximum overall height of four metres with a dual pitched roof or three metres for any other roof.

    So, if it is a pitched roof shaped like an 'A' it should be no more than 2.5 at its lowest and 4 at the top. If it is a flat roof, it should be no more than 3 metres.
