Going off on tangent from the main gist of threads here, what's the deal with landowners?
Putting aside any contractual or other legal issues of the parking companies lacking rights of enforcement etc., when are the landowners/occupiers going to take some responsibility and come under any form of "regulation2 (I appreciate calling the BPA regulation is stretching the truth to the nth degree!)? Parking enforcement is done on their behalf and the companies are their sub-contractor's/agents. My Management Company have basically washed their hands of any responsibility and have left the to it!

if a backhander is involved, the 'landowner' (and obviously a Management Company doesn't really fit that brief, but they are included) won't really care about how the motorists are treated, they just want the steady stream of dosh from the ill-gotten gains.Je Suis Cecil.0

That was part of my thoughts. But thinking about it a bit more, I think they should be brought to task as much as the parking firms!0

Don't disagree. In terms of any brave souls who launch counterclaims in respect of any PPC errant behaviour, the Landowner should be included and should be prepared to stand up and accept the vicarious liability that goes with employing a bunch of lowlife chancers who are intent on intimidating vulnerable people for money.
Including them in any 'regulation' would be a good interim step.Je Suis Cecil.0
