Can restrictive covenant apply to public road ?

I am neither enforcing or breaching at this stage - just wanting to be clear

In a nutshell the covenant (at point 2 ) says you can only park in in the parking bays and NOT in the road.

But in reality since it is a public road, it has no yellow lines etc, anyone from anywhere can park in the road because they would not be aware of the restrictions. So it seems the restrictions apply to the homeowners and not the public ......

Anyway that answers my query
