I would be completely puzzled if they were to arrest in this instance, google PACE Code G and check out paragraph 2.9.
Only one of those could possibly be fulfilled (prompt and effective investigation) and that's not enough just to have one possible factor.
So yeh, I'd say there's no chance of arrest in this instance, unless the OP decides to kick off and fight the police or his neighbour of courseI have a simple philosophy:
