Parking Charge Notice

Hi,
I've just received a Parking Charge Notice (I assume from the Council) for parking on a Residents Only street parking. This street did not have any parking restrictions the last time I used it which is why I got caught out.
There are no road markings to indicate any restrictions (I'm not sure if resident parking does i.e. some sort of yellow line?). There is a sign board further down the road which I did not notice as I didn't drive down enough (it does state newly introduced residents parking). There are no sign boards as you enter the road.
The ticket was left on my windscreen. Is there anything I can do

BTW It is £35 if I pay within 14 days £70 if 28 days.

as this appears to be a council charge, post the details with signage and redacted copy of the ticket over on pepipoo forums where they specialise in council tickets0
