How does health care funding work?

My mother in law has to pay £700 week for her care
After a health assessment it has been decided she has to stay in the home with 24/7 care but is entitled to £110 per week care funding
The social worker says this £110 goes directly to the care home and she still had to pay £700 week
Dunno but I imagined this £110 week would subsidise her care costs and should be deducted from the £700 reducing her costs to £590
