Parking Charge Notice from CPM

Hi,
I live in a block of flats with a private car park. Yesterday my Dad parked his car in the space allocated to me by the landlord when I moved in. He had one of their PCM's on his windscreen saying he has to pay for "Not displaying a valid permit".
Now I have contacted the landlord and he assures me he has never had a permit for the car park and that I don't need one to park in my own space. The car park itself is behind a locked gate, so only residents can open it. There are CPM signs up which mention the use of permits, but I'm not really sure how legitimate that is?
I've read through the newbie threads etc but just want to double check I'm going about this the correct way.
Should I appeal the PCM immediately, or should I wait for them to send something through the post? I'm not even sure they have my address or details, so I'd rather not give them that information in an appeal letter if it's all just a scam of some sort.
Thanks

Follow the advice on the NEWBIEs sticky. Wait for the Notice to Keeper before doing anything.0

Wouldn't even bother waiting for the NTK (especially if you lease....)
Send the appeal as is from the newbie sticky now if you like - i dont even wait anymore if I am lucky enough to receive a windscreen packet. Hell you can send them a photo of a badger scratching its nuts or something, the POPLA code is the important part. Need to post to the Appeals address on the back - this will be on the NTK actually so might have to wait for it after all.
They will respond with a rejection letter telling you its a forum template, referencing the current case with Beavis vs PE (HHJ Moloney), honestly the letter is long and full of !!!! with grammatical errors all over the shop.
Then you submit your appeal to POPLA - see my threads and at the end of my 'thanks and a question thread' theres a template you can use. No need to adapt it, just put in your code and stuff and submit the appeal online to POPLA. UKCPM wont submit any evidence or make any effort, once POPLA has ruled in your favor UKCPM will then cancel the ticket.
Go careful not to get anymore tickets - stuffs changing in the industry and I don't know if it'll be as easy to get tickets overturned once the new POPLA comes into play, so enjoy this easy ride while it lasts - because it really is dead simple please don't over think this or lose sleep. It'll cost you a stamp, some energy to walk to the post box and the cost of printing a letter.
On that note I should really stop baiting them Ill be a bit annoyed if the new POPLA turns out to be like the IAS.Mike172 vs. UKCPM

Thanks for the info. I shall wait for the NTK and POPLA number and go from there.
Am I not at risk from using my own space now though? As I say, my landlord claims he has never had a permit to use the car park so what's to stop them slapping stickers on every guest who comes over and wants to use my allocated space?0 -
Dear PCM,
Ref. PCN XXXXX
As the leaseholder for the property and parking space, where said lease defines no requirement for a parking permit, I do not need your permission or permit to park on my land. As such any PCN you issue to any vehicle parked on my land is without merit - I have not given you any permission to operate a business on my land.
Furthermore, I withdraw any implied right of access to you, your employees and your agents to my land. If you persist in placing PCNs on any vehicle parked on my land then I'll raise a claim against you for trespass - I'm sure you're familiar with UKPC v Davey.
I suggest you cancel the PCN and whitelist my parking space with immediate effect.
Regards,

But that's no fun?

If you don't display a permit UKCPM will issue a fine (lol) most of mine are cases of ghosting i think its called where they don't issue a windscreen notice so usually the first I hear is a letter from my lease company. If its your space I would ask your management company (or UKCPM?!) for a new permit. Save you the bother of appealing all the time, unless like me you actually take satisfaction from costing this disgusting company £30-odd a ticket.Mike172 vs. UKCPM
