just spotted this old PDF https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/225767/1205-independent-appeals-service.pdf
at what point in the government did they alter the law or rules to allow a separate company to "play"
the original setup was put out to tender , how come a second mob turn up uninvited to the party?
was the government legislation "legally" changed to allow this lot in?

Exactly. The DVLA has a document entitled "Required Standards for Accredited Trade Associations", but it's not legislation, it's just something the DVLA knocked up. And if you point out to the DVLA that neither the Bullsh|t Purveyors' Association nor the Red Cow Yard Gang comes remotely close to meeting the required standards the Orwellian response is "the required standards are not required, they are merely guidance".
And if you FOI the DVLA regarding the process the Red Cow Yard Gang went through to become accredited you will discover it consists of this:
- copy the Bullsh|t Purveyors' Association Code of Practice and tweak it just enough to avoid breach of copyright
- send it to the DVLA
- exchange a few desultory emails with the DVLA
- congratulations, you are now an Accredited Trade Association!Je suis Charlie.0 -
Oh, and there was a meeting. A very serious meeting. Much like the old Monty Python sketch it went something like this:
DVLA Wonk: This is an application for you to join the very exclusive ATA club is it?
IPC Wallah: Yes, absolutely
DVLA Wonk: We have very exacting standards you know. We don't let any old Tom, !!!!!! or Harry in.
IPC Wallah: I understand that, that's why we have simply followed the BPA lead and jazzed it up a bit. Will that do?
DVLA Wonk: I find it all very satisfactory but I do have just one other question the answer to which will determine the whole deal. Will you abide by our rules?
IPC Wallah: Er, Yes. Alright, yes.
DVLA Wonk: Good, well you're in then. We'll have to pop along to Knutsford periodically so we can get our mileage claims up but we'll give you plenty of warning and let you know how many there will be of us for lunch.
IPC Wallah: Quat'Saisons?
DVLA Wonk: That'll do nicely. My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0
