Does anyone know if Virgin Media have an equivalent to British Telecom's Light User Scheme?

No, that they don't.
BT are forced to provide such a service.It's PAC not PAC Code, it's MAC not MAC Code, it's PIN not PIN Number, it's ATM not ATM Machine, it's LCD not LCD Display, it's DVD not DVD disc... Because BT are the dominant operator in the UK and they are obliged as part of their regulatory regime to provide this service. Other operators are not currently deemed to have significant market potential and therefore they are excused from having to provide various types of service.
Similarly, BT have to allow their exchange line customers to route their calls via other providers, should they wish to do so. Other exchange line providers are not similarly regulated and therefore they can forbid you from having their exchange lines and routing your calls via other operators.0
