Average credit rating - Which 0% Card is best?

Hi all.
My friend (I know what you'll think) has nearly three thousand pounds on a credit card but it isn't a 0% one. He has a decent credit record apart from he missed two payments 12 months ago.
Please can I ask for some advice as to which card he should apply for in order to get a 0% deal to transfer the balance. I just don't want him to apply for a card he isn't likely to get and therefore further damage his credit record (How damaging is it to have two missed payments 12 months ago?).
