UKPC - Appeal Rejected, so POPLA time?

Hi all,
I received a windscreen parking ticket 31/01/15 in a UKPC patrolled area and came here to see how to proceed. I followed the advice and waited for the NtK and sent a version of the appeal template letter once it arrived.
I've now received a reply which in essence says 'we reject your appeal unambiguously' but seems to lack any real legal substance.
The parking contravention - in their eyes - was 'not being parked in a marked bay or space'. I was parked on the road as the employee car park was full, and I was definitely not parked on the double yellows (I have photos to prove it).
There is a sign (which I foolishly didn't take the time to read as I had been working there for 6 months and had seen many people parking there without tickets so presumed it would be ok - won't be making that mistake again!) which says the you need a permit. However there is no cost associated with getting a permit so I think fundamentally the charge is not a genuine estimation of loss...?
The ticket is £60, but if I go to POPLA it's the full price of £130.
I recieved the appeal rejection letter on Friday 27th March, so what I'm really asking is:
What should I say in my appeal to give me the best chance of winning?
And - if it was my own fault and you think I won't win let me know so I can pay the £60...

use not a gpeol , no contract, poor signage etc

I doubt it will be £130 as the BPA set a limit of £100
if it is, add it as an extra appeal point (breaking the BPA CoP)0
