Meaning of parking sign

I'd appreciate some confirmation on peoples understanding of what the below on a parking sign means.
Sign says:
This land is private property.
Pay on exit.
2 hours free parking.
Tariffs apply after free stay period. £3.50 for 2 to 4 hours. Please refer to tariff sign at pay machines for further charges and have your vehicle registration number available.
No return within one hour.
Park only within marked bays.
If you breach any of the above terms and conditions of use you agree to pay £70 parking charge.
My question is what if the car park was entered and left within 15 minutes. Then 45 minutes later re-entered and then stayed for just under 2 hours.
The registration was entered into pay machine before leaving and it charged £3.50. This was due to time of arrival being first time entered and time of leaving being second time leaving so total stay was approx 3 hours according to this. The £3.50 charge was paid.

The second transaction saying enter time of second visit and leaving time of second visit. This said no charge (as slightly under 2 hours).
My question is over the one hour no return point. The charge that the machine said was owed was paid but the car park was re-entered within the hour. Can the parking fine of £70 be expected due to the return? Or is the no return in one hour only relevant to free parking?
Any comments would be helpful.

I would say that the No Return Within One Hour applies to the free parking. Possibly also if you wanted to stay for over 4hours.

This is a classic issue with ANPR cameras ... they only record that the VEHICLE was on the premises, but a CONTRACT can only be agreed to by a PERSON; they can't tell if the same PERSON was driving each time.0

Who knows what is meant. If there are two reasonable interpretations with diametrically opposed meanings then best to let an adjudicator decide. PoPla will probably go for that favouring the appellant, IAS will almost certainly not.
Ignore IAS and ask the PPC, if they really want the money, to take it to court. As the IAS adjudication will almost certainly be anonymous (and probably flawed in other ways), the PPC may wish to drop the matter.You never know how far you can go until you go too far.0 -
1. As bod says, they need to be able to prove it was same driver on both occasions.
2. The second visit, if within 1 hour, is trespass, not breach of contract, so only the actual landholder can take action, some poxy parking company cannot.Je Suis Cecil.0 -
What a load of carp.
Typical half-ar5ed attempt to be clever in that they set terms and seek to impose a payment if you breach them but then try the double switch by trying to bind you to an agreement to pay the sum. So, either trying to have their cake and eat it or, more likely, not actually having a clue about the difference between breach of contract and contractual sum.
Unfortunately, the use of the words "If you breach any of the above terms and conditions of use..." means that they are lashed to the GPEOL mast.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
