Firstly, to me it sounds like she is doing a lot of revision, if she is going through her notes every night, rereading, making notes and neatly filing things.
I would try and get an overview of the whole subject, so what areas have been covered, what themes etc. What topics/themes/areas are likely to be covered in the exam papers and to what extent? You don't want to be focussing too much attention on something that is a) not likely to come up or b) is likely to come up as part of a longer question but on the other hand you don't want to miss out huge chunks of the sylabus.
A plan is always helpful, to ensure you have at least covered the major topics, so maybe one a week depending on how big they are.
In terms of memorisation etc, different subjects will have different requirements. She is not likely to need to memorise huge chunks of texts, but may well need to remember shorted quotes. She needs to know what source material she will have in the exam. Will she have a plain, unmarked book, in which case she will need to know what pages certain quotes are on , or will she able to take her own annotated copy in, in which case she will, again need to know roughly where to find important bits.
She should discuss with her teacher and her friends what strategies to use, what themes/topics are likely to come up, what the marking scheme is likely to be, what practise papers will be covered in class, what extra resources there are for her to practise at home(other exam papers etc), there may be opportunity to see the examiners feedback from the previous year where they review the whole are/country and pick out questions they feel where well answered and areas that they felt students struggled. This will give you a guide as to what they're thinking/what sort of thing gets marks, and what doesn't as they are likely to give examples.
There are loads of ways to revise, what matters, is sumarising the information in a useful format to you and retaining what you need to retain, but also being able to use it in a meaningful way. Often you will need to draw points/use the information you have learnt rather than repeating things parrot fashion.
