CTB - Is this usual

Apologies in advance, this is a bit of a rant and much longer than I intended.
I have recently changed from ESA to SRP. As soon as I received my paperwork from DWP I took it the Council as I had been claiming CTB and LHA. They took copies and said they would contact me. Roll on a few weeks. I received a letter from them with umpteen pages outlining my new claim which was fine. But also included was a letter stating that my benefits have been suspended as I have to make a completely new claim!
I find this bizarre. Nothing had changed apart from my income. They have obviously adjusted this on their system as they have given me the figures that will apply after I have claimed:mad:
First lot of Council Tax is due in a few days and at the moment they are expecting the full amount, similar to rent. I have done everything they asked, when they asked and feel I have been penalised
Is it normal for every change of circs (other than change of address) to generate a hcompletely new claim?
Unfortunately after a few years on ESA my savings are somewhat eroded as I have been paying for diabetic supplies and a chiropractor which the NHS won't fund.

Income based ESA isa passported benefit, i.e. the DWP check your income and tell the council to pay you full benefit as a result of their checks.
Retirement Pension isn't a passported benefit so the council have to check your current income themselves, so they require a full application from you to do their own checks of all your circumstances.
