Advice please- ukpc charge

Hi
My partner received a parking charge notice from ukpc back in January. He had unintentionally parked in a disabled space which was covered in snow, therefore no visible disabled bay markings. We got in touch with the shopping centre where the car park is and they confirmed that the spaces were covered in snow and therefore we shouldn't have to pay. Also the ticket described the car as silver- which it is not.
Having had a similar charge issues to me before we immediately wrote to them to appeal, requesting the popla code etc.
no reply- except another threat.
Today I opened a letter from the debt collectors. I called ukpc who claim they haven't received the appeal (of course!)they also claim the shopping centre should have called them to let them know about the snow (shopping centre say that is ridiculous and absolutely nothing to do with them). Ukpc also say I need to contact the debt collectors now as it's out of their hands.
I know this doesn't have to be paid- my partner is worried though.
So what steps do I take now? I need to put his mind at rest.
Any advice greatly appreciated!!!

you can pass the paperwork to the BPA and complain you never received a popla code
IGNORE drp, THEY CAN DO NOTHING AT ALL !!
