Need to qualify for PIP to claim ESA?

I have been told over the phone (so useful for bureaucrats to hide behind) that I cannot claim the disability premium for ESA without qualifying for PIP or DLA.
I understand DLA is out of the question for new claims?
I did send in two ESA forms which I took off the web. They apparently were the wrong forms and were to appeal against a decision not make a new claim. Still they showed I was fully entitled with a doctors backing. I had to phone the ESA as they did not volunteer to steer me in the right direction.
It seems unlikely that I would need to qualify for one benefit to receive another.
Any help appreciated I have not made a benefit claim in years.

Not quite true:
To claim the severe disability premium, you need to be on mid or high rate care DLA or either care rate of PIP, live alone (or be classed as) and no-one receives carers allowance for you.
That might be it? The only other premium on ESA is the enhanced disability premijm. You either need to be in the support group of ESA or received higher rate care DLA or the enhanced daily living component of PIP for this.Sealed pot challenge #232.
