Faulty Pay Machine

Hi All
Advice needed if possible.
My grandson attempted to pay for a ticket at a small car park pay station end of January. Possibly only 2-3 cars there at the time. I was with him at the time. He made at least 3-4 attempts to pay but the coins were returned without issuing a ticket to display. An alternative machine was already out of order and covered with black bags.
He then attempted to call a Help Line number which went into automation mode and so no-one to speak to personally. He did not leave a message but has proof of calls on his phone statement.He decided to video the event of inserting the coins with the result of them returning through without issuing a ticket.
On returning to the vehicle about 50 mins later, two parking wardens were present having just put a PCN on our vehicle. My grandson explained the position to them and they then attempted to insert their own coins with the same result ......no ticket. They were unable to cancel the PCN but said so long as we contacted their office with the video evidence it would be cancelled.........I had personally witnessed all of these events.
This PCN was a first for either of us and so my grandson emailed the PPC (an IPC / IAS operator) appealing the ticket including his evidence and giving them the badge number of their warden within an hour, thinking it was a straightforward case. Unfortunately he gave his full name and address as the driver of the car. He is not the RK. I think we may have made a mistake here ??
On Sat 21st. March he received a letter from the PPC rejecting his appeal stating ' a subsequent check of their machine has found no trace of it failing' which is total rubbish......no reference to the video clip or their own wardens failed attempts.
Now this letter was dated 23rd Feb 2015 and so actually arrived 26 days after that date. On the back of the letter it stated he could appeal to IAS within 21 days and so we were already 5 days overdue, if this was correct. My grandson did attempt to appeal to IAS but it was rejected due to being out of time.
My grandson immediately wrote back to the PPC challenging the fact that they had not addressed his initial challenge correctly and that their letter had arrived 26 days after issue.
That's the story so far......I have only just come across this forum today but have read through the sticky notes.

f you have fully read the stickies ... especially the newbie one then you will know by now that an IPC / IAS operator is overseen by a kangaroo court with skippy as its lead adjudicator ....
and as such you are now on ignore for 6 years unless a LBFC arrives.
where was the car park? you may be able to ask the landlord/ owner to have this scrapped ..
also complain to the local / national papers , your MP ( there is an election on) and to any one else you can think of ...

If the PPC are attempting to obtain monies by false pretences a report to Trading Standards, (not CAB, write to the Council), seems appropriateYou never know how far you can go until you go too far.0
