Because that board has been effectively closed for business since December 2012.
You can only read things on it.
Consequently there is no chance to update information that has since become out of date.
I sometimes wonder why it is still visible ...

It is absolutely intuitive - and quite in line with the basic posting guide the OP confirmed their understanding of.

Where - Top of the first or second sticky of all but the Old Threads subforum.
