Parking Appeals Services

Last November I referred a ticketing incident which occurred in September (but I only then learned of it) to a Parking Appeals Service and Paid £16. Now I learn it is no longer operating and had done nothing. I have a demand from a debt collection company. What can I do? Is it too late to start the whole appeal process myself. I wish I'd done that to begin with.

too late now and PTAS went bump in late jan - early feb
you can claim back the £16 from paypal
you will be in IGNORE mode now unless you get an LBC or an MCOL
a complaint to the landowner is now your best bet, getting it cancelled0
