Parking issue in flats car park

Note this is in Scotland.
I live in one of three blocks of flats that share a car park. Each flat has one allocated parking space. There are no barriers to the car park, and the factors have no record of any residents' registration numbers.
My next door neighbour has had an unknown vehicle park in her space for the last couple of days. She has left notes on the windscreen asking the owner to move the car, the notes have been removed but the car has stayed. Neither of us know whether it belongs to someone who lives in the flats or someone from outside.
Any thoughts on what action she can take to get the car shifted without breaking any laws? She can't block it in as that would inconvenience other people (me in particular as I have the next space!).
I can see that this person may park in my space when I'm away some time, so I'd like to be aware in advance of what I can do if it does happen to me. What I'd really like to do is get a van and drag it onto the street to leave on double yellow lines, but I suspect that might get me in trouble and certainly could make my car a target for retribution.

There must be some scrotes around your area. Maybe one of them might let down all the tyres? Then when the owner has to spend ages pumping them all up he/she will be identified.

Your neighbour can apply to the DVLA for the keepers details, as they surely have "reasonable cause". It's a paper exercise and it'll cost a fiver (I think). That may give some indication as to whose car it is.
If you know who the driver is, then you can sue for trespass. Damages would be somewhat limited, though, e.g. cost of the DVLA request, and any costs of parking that your neighbour may incur when they can't use their space. Just putting the frighteners on them using threats of legal action may be enough though.
Or stake out the car park, or use a video recording device (e.g. concealed in your car adjacent to it).0 -

The cheapest way of dealing with this is to call the police and tell them that someone has dumped a car that you believe may be stolen. They'll get the driver/keeper's details for nothing, at which point you could explain the situation and maybe ask them to contact the owner to get the vehicle shifted0

They will run the reg through their database first, find no entry for the theft of the vehicle and say 'Sorry sir/madam this is a civil matter there is no record of this vehicle being stolen'

Well, if you not see yourself placing a Calthrop under chummie's tyre, you could always stick a picture of one on his/her windscreen.You never know how far you can go until you go too far.0
