Tax relief on pensioner bonds

Now we can have the first £1000 of savings interest tax-free, will the tax rules on the Over 65's bonds be relaxed to pay gross, as even 4% on the maximum £10k would only pay £400 ? Or £10k in each, a max of £680.

The £1,000 tax free will not come into effect until April 2016, and is subject to ratification by the next government.
