Local Council Issued PCN

Hi all,

I have a query about a PCN that was issued to me this morning. Basically I was parked in a bay that required a pay-and-display ticket. I bought a ticket that expired at 10:39. I realised I was running late and at around 10:40 I went to a shop to get change to buy another ticket as I had none on me. It took me a while to walk to the shop (which also had a queue), and walk back since Im disabled.

I reached the ticket machine a few mins later and saw a traffic warden by my car windshield issuing a ticket. I went to the car and told him I had gone to get change, which took a while due my disability, and asked if it was possible for him to cancel the ticket. He rolled his eyes at me and said that it had been 'practically 10 mins' since the expiration (it was actually 7) and told me he could not cancel the ticket once he had written it (he hadnt even finished writing it at this point).

So what I was wondering was - is there any grounds for an appeal? I entered the ticket details on my council's website and there isn't even a photograph taken by the warden of the offence. So should I appeal based on what actually happened, or should I ask for proof - and if they cant produce a photograph I can deny the whole thing?

If anyone could help me I'd really appreciate it.

    Deny the whole thing? oh dear.

    Well, if the council have no photographic evidence, its not exactly unheard of for the recipient of the fine to deny that they were in the wrong. But Im not sure if thats the right thing for me to do in this situation.
