Help - PCN from Wing in Barnet

Hello all,
Newbie here so please excuse if i'm repeating something that has already been addressed
I have tried to quickly skim through the Newbie Sticky Post kindly created by @Coupon_mad to get advice on the best solution for my issue, but i'm a little unsure because it seems to be enforced by my local borough (Barnet) as well.
Basically, my local borough sent a letter to all residents in our court late last year stating that they would be introducing parking permits, due to the fact that residents never had any spaces to use because of local businesses, visitors, and basically anyone, having free reign on the parking spaces - I can't post links as a newbie, but if you google search "Wing Parking 2015", it's the 5th link down from BarnetHomes.
So after this, all residents had to apply for permits. I didn't bother to do this because I could not drive at the time. However, a fortnight ago, i passed my driving test and purchased my first car on Friday (20th March). On the very same day, i applied for a permit online and got a notification stating i'd be contacted within 2 business days by the council to proceed further.
I figured it would be safe to leave my car outside my own residence until i was contacted, however last night (24th March), i looked outside my window to see a lovely yellow ticket from Wing Parking stuck to my windscreen. The fee is £60 if paid within 14 days and £100 after. Needless to say, i'm a little gobsmacked - penalty notice for parking on my own premises..
I was tempted to appeal this quickly and within the allocated time frame, but something told me to stop and do some research first and contact my local borough. Surely, they can see that i logged in my application for a permit as soon as i purchased my vehicle? I contacted the borough this morning for assistance and they stated that they do not deal with any PCNs :huh: and that there was no harm in appealing. In that same call, i asked the woman i was speaking to why i hadn't yet been contacted regarding the status of my application, and she just proceeded to ask for my details to pay for the permit (which i did). She then gave me a temporary code that i'm supposed to display on my windscreen in case Wing come by again, BUT the ticket won't take effect until tomorrow morning! The reps advice - i should buy a visitor's permit from one of the local corner shops so that i can park in my own residence for the night, unless i want to risk getting another ticket tonight :undecided
The whole thing sounds bonkers, and i'm tempted to ignore it all, but i want to know if it is safe to do so. Do i wait until i get an NTK? Am i even likely to receive one?
I should point out that:
1. Since February, there are now new notices that have been put up around the courts stating that it is residential parking only and permits must be displayed. But if i haven't received mine in the post yet (could take up to 10 working days), then how on earth am i meant to display said permit?? :huh:
2. If it's of any help, i live in a court, so there are several flats within an enclosed space with parking spaces dotted around. There are no barriers on the entry-way, so you don't actually have to be a resident to drive in.

Search the forum for the word 'Wing' (only this forum). There are other threads like this, they do not act for Councils with real on-street PCNs (you can tell as it's not called a Penalty Notice). They do act up for Housing Associations and in Council residents' car parks.
Same as any other case except Wing make you jump thru 2 appeal hoops before you get the POPLA code and you are best to appeal this one around day 21, not to wait for the Notice to Keeper.
If you get another fake PCN from them repeat the same thing! See the Newbies thread which I think does mention 'Wing' in the ones where I recommend not waiting for the letter, but appealing AS KEEPER using the template. And saying 'get stuffed...gimmee my POPLA code' if they then reply demanding to know who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Safe safe safe safe safe as houses! These are not real parking tickets but you are bound to collect another! You'll be an expert once you've defeated this twice! Diarise to send the NEWBIES thread appeal at days 21 or 22 each time.
No way would I purchase a permit to avoid a fake PCN from a dumb lot like Wing. Talk to this person, it's EASY, do this together:

With regards to the notices installed around the buildings, does this mean that they hold no weight? I mean they look pretty official and were installed by the council. Seems a waste to have put them up if they're non-enforceable :think:
It's a pity because several residents have already coughed up for these charges, and i now feel inclined to share the word about this forum so that they can help themselves!0 -

I think i've now read all posts relating to WP and couldn't me more grateful for the advice.
As an update, just as i got in yesterday, the WP man came by again. i recognised him straight away from a few weeks back and he had the audacity to smile at me and say hello. i approached his car and proceeded to tell him all about himself and his company. His comeback failed miserably as i told him i'd be informing the rest of the residents about their lame tactics. He then asks "are you not scared to get another ticket?". I responded that he could decorate my car with the yellow tickets if he'd like, then walked off. In an attempt to stop making a tit of himself, he chuckled and asked me how my day was going followed by "i thought we were friends?" :huh: Complete joker!:rotfl:
Anyway, i woke up this morning to a very bare windscreen0 -
Update: Today is the 21st day and i've just sent off the Challenge letter to Wing.
I'm wondering if i was also supposed to send off a letter of complaint to the borough about this? Or is it best to wait for a response from Wing?

I thought this was in regard to a ticket , on housing assoc land and not the council ? seem to recall that the way they "formulated" that they could issue tickets was because the land was private , ie NOT council owned land
if this is the case why should you write to the borough ?
if the land is still owned by the council , then they should have issued a normal parking ticket , not a PPC ticket0 -
Because as it is council owned land, why would they be allowed to issue these tickets?0
