PCP Enforcement / Parkshield Collection - appeal

Hi guys,
I've been reading various forums for years and making use of the good advice, but this is the first occasion I've needed to post and ask for assistance.
I am in the process of fighting a parking ticket, and if possible would like some advice on the next stage should be.
As i understand it, dates etc are useful, so here it is:
11/12/2014
Windshield ticket issued for 'no pay & display' at my local hospital (although I had paid and displayed).
05/02/2015
Notice to keeper arrives
11/02/2015
Appeal template used, and sent to PCP / Parkshield via recorded delivery
21/02/2015
'Appeal rejected' letter received from PCP / Parkshield
09/03/2015
'Liability Notification' received from PCP / Parkshield

Don't use RD again - gives them a chance to refuse acceptance, but that's an aside now.
[ Free Cert. of Posting from PO is the only proof you need, given that a letter+1st-class stamp is deemed delivered within 48 hrs.]

I favour major complaint emails to the NHS Trusts, mentioning the Government's position in the Health Secretary's letter to NHS Trusts in August.
Some PPCs know to their cost that I favour complaints!! Fun fun fun...!

Excellent. Many thanks guys, I'm on the right track then as I posted a letter of complaint to the [FONT="]Portsmouth Hospitals NHS Trust Patient Advice & Liaison Service on 05/03/2015, but am yet to receive a response.
Portsmouth NHS PALS only have a postal address online, no phone number, so I can't easily chase them up.
With regards replying to PCP / Parkshield, I'm tempted to send them a snotty, straight to the point letter, but as far as I can tell this would be pointless.
So to be 100% clear, at this stage (apart from the letters of complaint) is there anything else I should be doing?

Quick update - have spoken with NHS PALS (very nice people too) and the complaint has been passed to Carillion, who have now been chased twice.
They promise to update me as soon as possible.0 -
Update: As of this morning I have had a response from Carillion, which is quite disappointing to be honest. Please have a read, I welcome any suggestions on a response (at least something more polite than I was considering! :mad:):
Dear Mr xxxx
I write further to your email below, I confirm I have followed this up with Parkshield to obtain further information. I am now in receipt of their reply which is:-
The driver of the vehicle was issued with parking charge notice for failing to pay and display on the hospital grounds, the parking charge notice was issued to the windscreen of the vehicle.
The driver which we now know to be Mr xxxx, did not appeal the parking charge notice within the prescribed 21 days from the date of issue. The driver waited until the Notice to keeper letter was issued to the drivers registered address.
· Mr xxxx offered no evidence to indicate that parking had been paid at the time of event. No ticket was displayed and no evidence was provided retrospectively.
· The contents of the complaint to PALS makes out a completely different set of circumstances to the letter of appeal dispatched to the operator.
After reviewing the evidence and communication I agree with our internal appeals staff, the Parking Charge Notice was issued correctly.
Unfortunately, looking at all the facts, it appears the PCN was issued correctly so I am unable to request cancellation.
