Parking Charge Notice issued by London Parking Solutions

Good morning.
The driver of my vehicle was issued a parking charge notice by London Parking Solutions - No valid ticket on display - which they wasn't aware that they needed too. The road is unmarked, no yellow lines, no parking bays and no ticket machine.
When they left they took photographs, including the sign that they found on a post. The sign says that a valid ticket is required to be displayed but how can they obtain a ticket if the machine has not been installed? Or not visible?
They want to appeal this but at the bottom of the ticket it says that in order for appeals to be processed they need to supply their name and address. They're aware that if they do this they are freely giving their contact details for them to send a reply letter, requests for payment and possibly debt collection action.
Could someone please advise what they should do? I'm guessing to ignore it and wait for a notice to keeper letter to arrive before I appeal but I don't want them to miss the appeal deadline just in case.
I have checked the IPC website and it does show the company to be a member and are using the paymypcn.net website to allow payment

Ignore the windscreen ticket. Wait for the NtK through the post then appeal that (as keeper) using the template from the NEWBIES sticky thread. If (when) they reject the appeal you can decide whether or not it's worth appealing to Skippy at his kangaroo court (IAS).
The keeper gets his/her own appeal deadline upon receipt on an NtK.
LPS are small fish - I don't think they do court. So going in to Ignore mode after the keeper appeal should be OK. (Keep any correspondence received, but respond to nothing except actual court papers or a genuine Letter Before Claim).0 -

All cases will considered on their individual Merits (sic).
If you change (sic) this PCN within 14 days and the challenge (sic) is rejected we will extend the period within which the reduced charge may be paid.
If your appeal is rejected you will be provided with details of how to refer the matter to an independent appeals service. Parking on Private land Appeals (POPLA)

Yep I am assisting someone with an LPS ticket at the moment and will wait for the NTK and will complain to the landowner while we are waiting. Reason being you won't be likely to win the appeal at IAS so try the complaint to knock it on the head. The deadline on the windscreen ticket is only for the driver so that's irrelevant - but you'll still lose at IAS so maybe don't bother with that bit.
In fact as another alternative, you could choose the ignore the entire ticket and collect the debt collector letters to stay completely under the radar.
IAS and the issues people have raised about them, is discussed in post #3 of the NEWBIES sticky thread. I can't really say much more expect read some threads about the IAS decisions....PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Good afternoon everyone.
I did not respond to the PCN and waited for the NTK. I have not recieved this in the post as of today but I have recieved a letter from UCS [Ultimate Customer Solutions] -Debt resolution specilist.
The letter is as below.....
"We have been instructed by the above named client who has informed us that a PCN was issued to the above mentioned vehicle and the driver should have paid it. Our client has advised that they have not recieved payment or any valid dispute and therefore it is now too late to pay the discounted amount or challenge this notice.
A notice was sent to you by our client, as the registered keeper of the vehicle indicating that you could be liable for this charge if it remians unpaid, under the protection of freedoms act 2012. This letter provides notification that you are now liable for the charge and that the balance, as shown above, is payable within the next 14 days."
To this day I have yet to recieve a notice to the registered keeper.
Could anyone please advise of my next steps.

Plan a , forget it , get on with your life
Plaan B , write back as the registered keeper , get $%^&ed , LPS have failed to send a NTK , if they decide to send one , I may just contact them
