Prefer to complete POPLA on line but I don't have a scanner so wouldn't be able to attach anything - do they need the PCN, copy of appeal letter to Ukpc etc?

No need for scanner! use a phone camera, make a PDF of any evidence like bad signage. No need to send letters though, the PPC has to do that.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
