    Offer what you are prepared to pay, you've already made two offers so there is a risk that the seller sees you going up up up and expects you to keep doing so.

    I'd be offering 187-188 cos that's the OO price, I'm sure your solicitor has already told you but the offers should be subject to survey in case the home report value changes.

    Surely an 18 month old home report is useless for valuation purposes? Other defects and issues may have arisen in that time too.

    In my neck of the woods prices have risen 10% in that time.
