Further Notice of Enforcement

Hi all.
I received a 'further notice of enforcement today' by an enforcement agency for a road traffic ticket issued by my local council. This is the first i've heard about it and am pretty stressed out! Apparently the ticket was issued back in September just after i'd bought the car. I had some problems with the DVLA and the new V5C at the time because even though I filled in the correct information on the form, the DVLA didn't input it correctly into their system. I live in a converted school on a road and they kept putting my address down as being...

The flats and the road have very similar names. The only reason I received the V5Cs was because my usual postie has worked out that sometimes my mail gets incorrectly addressed and very kindly posts it through my letterbox and not the people down the street's. For obvious reasons the regular postie doesn't deliver my post every single post day and I can only assume that the initial notice was delivered to the wrong address by a different postie.
I sent the V5C back and forth a few times and eventually wrote an unhappy letter with the final V5C and the DVLA thankfully put down the correct address. This was back in December.
I've been on to the enforcement agency who say they can do nothing and for me to pay up before the price goes up (it's at £187 at the moment). I've been in contact with the council who tell me the original ticket was £35 and all I can do because it's been so long is to get in touch with the Traffic Enforcement Centre about getting a late witness form filled in. I've just done this and have included copies of the V5C on which you can see that it's dated December. I don't know how much good this will do though.
Is there anything else I can do? I've never had a ticket before and am panicking a little. I don't have any recollection of doing anything that would have caused getting this ticket (i'm a very careful and paranoid driver!) but i'd rather have just paid up at the initial £35 and have got rid of it. I'm annoyed i'm being further penalised for the DVLA not being able to input my address properly
. I don't want to pay out £187 but don't see what much else I can do.

as this seems to be council, go to pepipoo forums and post on there with all the details , that is where the council specialists are
