Parking eye fine for using staff car park.

My place of work operates a permit system for employees. The cost of a permit went from £7 per month to £30 per month a couple of years ago, at which point I decided this was unreasonable and refused to pay. I have continued to park at my place of work unhindered until this month, when parking eye were given the contract to manage the parking. My argument is that I have no choice but to bring my car to my place of work for the following reasons;
1. I work unsociable hours, which includes starting at 07-15 in the morning, finishing at 20-45 in the evening and doing night shifts.
2. I'm expected to take part in an on call rota, which means arriving at my place of work at all hours, including early hours of the morning.
3. I'm expected to take and return large items of equipment to and from my place of work.
Doesn't my employer have a duty of care to ensure that I'm safe whilst carrying out my job? I don't consider it would be safe for me to park off site and walk in the dark to and from work. I also don't think I can be expected to walk long distances with pieces of work equipment. And when on call, I'm expected to arrive at work as swiftly as possible. Getting to work would take me much longer if I parked off site.

My job involves providing a service to members of the public. Since introducing parking eye, my employer has decided to hand out free parking to a large portion of the public visitors. I do not feel that it's fair to charge me to park in order to be able to carry out my job, whilst enabling the public whom I'm attempting to provide a service to, to park freely.
I would like to appeal against the parking tickets I've received so far. Do I stand a chance of winning? Would my arguments be considered reasonable?

    its npt a fine, its an invoice

    as its private land , the owners can do as they please, regardless of your thoughts

    all you can do is use the NEWBIES sticky thread and appeal it to PE and to POPLA

    neither PE nor POPLA will care about your arguments, nor will either rule in your favour

    keep parking there and you will keep getting these invoices

    ps:- you havent given your region, so I have assumed its either england or wales

    You could start with asking your employer assuming more than 5 employees if they have carried out a risk assessment under the H&S At Work Act 1974 and indicating in words of one syllable the various risk factors you believe they should be aware of and suggesting methods of reducing such risks. You have manual handling, risks of slips trips and falls, unsafe means of access and egress to start with.

    None of your arguments for why staff should be given free parking are relevant and the company issuing you the invoice certainly won't care.
    Read the NEWBIES threads and challenge the invoice, but on the normal grounds, don't bother arguining about why the parking should be free, just stick to the usual points.

    You should probably get a permit or park elsewhere, or you are going to be getting a lot of these invoices. If the cost is too high you need to complain to your employer and get a raise.
