Planning question

Just a simple (well maybe) question. I’m considering buying some land that currently has planning for the demolition of the existing dwelling and then the construction of a new one. The current owner has demolished the building by removing the roof and internal floors but hasn't done anything more. The planning was issued in 2012 and lasts for 3 years.
I know that once substantial work has been started ie foundations planning doesn't run out. Does the demolition meet this criteria? Or will the planning run out later this year?

    I think it might be best to ask the planning office in question. You don't want us to say it counts as commencement if it doesn't!

    It sounds to me like a way to avoid council tax, primarily.

    The planning permission can always be renewed before it runs out.
