Management Company

Hello everyone.
We recently purchased a new property for which there is a management company appointed. We bought a house, however the development contains houses and apartments. The management company owner lives within the street. He called at our door asking my husband for an email address to send some info re: management fees. He has sent an email asking for £100. The email contained no further info as to what to expect in terms of what the fee covers or what maintenance will be completed. When we asked for this he stated that no contract or info was available. The street has one small flower bed in front of the row of houses which is the only thing requiring maintenance and it looks like it hasn't had any regular maintenance in years. Can i insist for further information before paying up? I'd like some written confirmation of what to expect. Also, can i ask for previous evidence of completed maintenance?
Thanks in advance

Did you not go through this with the Solicitor or in the contract?"if the state cannot find within itself a place for those who peacefully refuse to worship at its temples, then it’s the state that’s become extreme".Revd Dr Giles Fraser on Radio 4 20170
