PPC Appeal Rejected, now onto the IAS stage…?

Vehicle Control Services Ltd (registered in Sheffield), photographed my car at Humberside Airport stationary on non parking area for 1min 13 sec's and issued a PCN on the night of the 6th Feb 2015
I appealed this in accordance with the instructions and template letter on this forum and as expected the outcome is a rejected (there reply basically washes over my points and rejected my counter claims against them.
They've now issued me with an IAS appeal number, this number has been recognised on the IAS.org website, I'm about to write such an appeal but would take the advice offered in the flowcharts on the sticky at this stage.
Some important notes.
My elderly father was the driver, he's registered disabled but was using my car. He was picking me up from an arriving flight.
He stopped as he became confused whilst driving around the site, it was momentarily stationary and then he went around the various roundabouts until finding the correct one with a 15mins waiting area
It was at night, and he states the signage wasn't obvious and certainly not of the quality to see and read whilst driving onto the site.
I haven't photos of the signage yet, I'm not due to return to the airport until next weekend so I'm unable to get those onto the forum right now, however:
At present there are substantial road works around the area, at night its terrible to understand and thats if you use it often.
I'm also employed by a company on the site so feel a little unsure if writing to the land owner would cause any grief at work…?
I'm happy to write another pointless appeal if thats the case but I don't quite understand what the DVLA can do…? Can they turn off the fine…?
What is the next stage, debt collector threats and court, I don't mind that even if its winnable..?
Any help or advice or a link to the best 1000 character letter (to meet IAS website guidelines) to appeal would be grateful.

put HUMBERSIDE into the forum search box and look at the recent win by the thread poster
best bet ? copy and paste his appeal, tweak it to suit and submit it to the IAS
as you were NOT the driver, also say so in the appeal and that the driver will not be named
airports are not relevant land so POFA 2012 does not apply, so dont tell your "story"0
