Horizon Parking Charge Notice

First time post so I hope this is ok? I received a Parking Charge Notice today and hope to appeal. I parked in a car park which has been private during the week but open to the public from 1800 and all day Sat/Sun. The whole site is being redeveloped by Sainsbury and there is now a sign from Horizon on behalf of Sainsbury stating the car park is for permit holders only. Just as many cars still park there, the barriers are not closed, notices only at entrance level and on the back wall of what is a very large roof top car park. We drove through another open barrier and parked a row away from the notices. Only on closer inspection, after getting the notice attached to the side window did we see a sign saying "Colleague parking only". I checked with the Sainsbury store, to be told it is only the area behind the second open barrier which is involved. No other cars parked around us displayed permits or had tickets. The fine is £60 reduced to £30 if paid within 14 days. I intend to appeal based on a) confusing signage and b) the high charge for parking. Could you please advise if this might be a reasonable appeal? I am also confused as to whether I should wait for the NTK before appealing to Horizon? Would the lower charge still apply if I wait? Thanks for your help.

so its wait for NTK, send template
keep the windscreen ticket but its not the driver ticket that will be appealed, so keep it and keep quiet about it
its the NTK that will be appealed by the RK (assuming this is in england or wales)0 -
Windscreen ticket? You've got at least 29 days (up to 56 days) to research the procedure to deal with this.
The NEWBIES FAQ sticky here on MSE is the most comprehensive suite of advice anywhere online. It's not totally 'straightforward'; neither is your charge! There's no silver bullet to get shot of this, so you'll need to do some reading and understanding, but once you've got a 'handle' on this stuff it's relatively easy to kick it permanently into the long grass. Regulars here will guide you through the process, so if you're unsure on any point, please shout!
Meantime, no contact with the PPC until you get the NtK.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Sorry Redx if you think that I haven't researched as I have read all the information supplied for "Newbies"! I was merely seeking clarification as to whether the reduced charge would stay in effect until I receive an NTK? Sorry if that is "typical" but just wanted a little reassurance! I am also unaware if Horizon is a "small" operator or not.
One other thing, the invoice left on the car states it is a Parking Charge Notice (PCN). Just wondered if the use of PCN may be misleading and easy for the recipient to confuse with a council issued PCN?
The notice was issued in England, sorry for that omission.

Please don't concern yourself with the 'reduced charge' - it is designed to pressurise people into paying early! Follow guidance here and you'll be paying nothing.
Horizon is a standard, run-of-the-mill PPC, so follow the tried and trusted route advised in the NEWBIES sticky - await NTK, initial appeal to Horizon, rejection with POPLA code, draft POPLA appeal (NEWBIES sticky post #3), let us have a look at your draft to ensure you have all bases covered, send it off to POPLA, appeal accepted, get on with the rest of your life!

They use every lowlife trick in the book to get unsuspecting people to just cave in and give away their hard earned cash.
The 'PCN', the yellow and black envelope, the ticket inside it, the wording, the fake attendant and his dummy uniform, and the debt collector firms they use are all carefully contrived to look official and scary.
Don't fall for it, follow the good advice on here and show them for what they are, just dregs!0 -

am afraid YOU are looking at it from YOUR point of view
dont wish to say much on an open forum and neither should you (a tip - PPC`s read this forum), so let me put it this way, in the third person
the driver and the RK may be 2 different entities
therefore the driver would lose any "discount" (bribe) if they shilly shally and do not appeal - tough for that entity
the RK then gets the NTK between 29 and 56 days later and they can do as they wish, pay or not pay , ignore or appeal (this may or may not be a different entity)
you need to learn to admit nothing, question everything , appeal
maybe I was the driver ? (think about it)
the biggest problem in these cases is that the person asking the questions cannot see the wood for the trees
in some cases the ENTITY is the same, but why admit it ? what is to be gained from this singular approach ? normally nothing at all
my answer is based on the fact I dont care who the driver was, my answer is aimed at what the RK should do (especially if I was the driver - sic)
maybe after more research you will understand this overall viewpoint , otherwise you just go down the toliet with the bog paper they send out
yes its a sc@m, which is why they try to copy official notices, but once you realise its just an invoice and not a council penalty then maybe you will move forward and understand enough to beat this in the manner I described
take the nirvana glasses off please, welcome to the real world, then dont get mad, get even, dont cave in due to some "discount"
do it the way I said and its a 100% discount and costs them money to boot !
