Care Parking Partnership Parking Charge

Just wondering if anyone has had a 'Civil Parking Notice' from Car Parking Partnership?

They use the above naming or 'Parking Charge' rather than 'PCN'. I also notice that the windscreen ticket has a 'notice number' (not a PCN number) and the NTK letter also has a 'reference number' and no PCN number.

I parked at Lancaster University where I'm a member of staff. I have an annual parking permit (£164.04) but forgot to display it one day.

I was planning to write back using the template letter from the newbies thread or perhaps the one from the parking cowboys site, the former seems more relevant to commercial car parks so I'm leaning to the latter.

However, as I have already paid for an annual staff parking permit surely there can be no pre-estimate of loss whatsoever? Would writing to them to point that out be a good course of action?

Any advice welcome. I've no intention of paying (again) and will go to court if I have to.

    wait for the NTK then appeal using the template letter in the NEWBIES sticky thread

    it does tell you this in that thread

    no need to do anything else or go anywhere else

    so if you have the NTK, appeal it , no naming the driver though , appeal as KEEPER
  • Thanks Redx, I read the newbie thread in full before I posted but I wasn't sure if that letter would be ok as it says things like 'the shoddy way you treat customers' and seems to be aimed at shop/commercial car parks. In my case there are no customers, it's a staff car park.


    I'll make some edits and give it a try. I understand it's important to appeal as keeper. Thanks for your help.
  • Hello MagicalFruit, I have also received a penalty charge from CPP (car parking partnership). I appealed using the one of the templates based on overestimate loss, no contract etc... its the usual appeals letter. It seems as though they have made some changes to their appeals process as I used this letter in the past with CPP and my appeal was accepted however on this occasion they declined my appeal citing the recent court cases with parking eye. They never gave me a POPLA code either. I have to ask the experts on here so I will create a new thread which may be of interest to you.

  • Hello Magicalfruit. Just wondering if your appeal was successful with CPP. i used the template from this forum and mine PCN was cancelled yesterday.
  • After some great advice from this website "never pay, never ignore" I submitted a few email 'appeals' after a ticket from CPP and received one later asking me to pay or submit evidence for my appeal (no details of WHERE to submit this evidence only the phone number to make payment!) so I submitted another 'appeal' email (which seems to be the only way to contact them- they don't answer the phone!) with some strong words about not having my previous correspondence acknowledged etc. well, I have received a letter today to say that 'as a gesture of goodwill' the fine will be cancelled! Alright by me! Who knows if it was my emails (all via the 'appeals' section) or whether that is just how they work for first time offenders but I am relieved and happy I didn't panic and pay! A cowardly set up (they pounced on my car while I was away for SIX minutes and offer no way of contacting them directly like the local council do) but I feel like I have received a fair outcome. And of course they have had a result because I will definitely not be parking the again! So, don't ignore it, keep emailing them via the appeals page of their website but don't pay... Good luck!

    Good result. If this was a car park attached to a retailer (or any customer-facing company), write to tell them that neither you, nor your family, nor any friends you can persuade, will ever return to their business as a result of them having a predatory PPC persecuting customers on their behalf.

    If they're happy to treat their customers in this way, then you can easily find another company to take your business to.
