Bus lane - letter received after discount date

Short version - friend of mine caught bang to rights in a bus lane. Date of offence 24th Feb

Letter received on 20th March but dated 5th March. Letter offers a 50% discount if paid within 14 days of the letter date - oddly enough one day before the letter arrived.

Any thoughts on how to get the discount rate?

    If the postmark is the 5th, then that is the argument over basically.
    Where the letter went in the meantime is a royal mail issue.
