changing my 2 bed into a 3 bed

Sorry if i have posted in the wrong place but would love some advice if anyone knows please?

I currently live in a 2 bed house with large bedrooms. We are looking to change one room into two rooms and adding a window and radiator to the "new" room.

Also in order to do this we want to knock out our airing cupboard as we dont have a use for it really anymore.

My questions are really, do i need any planning permission, ect to do this?

the window would be over my garage it would look out on to the side of a neighbours house but they have a three story house so its not near any of their windows, ect. ( we are linked via my garage)

I dont really know where to start first.
