PCN from Approved Parking Solutions. NtK issued outside PoFA, PCN then passed to PCS

Hi all,
A PCN was issued to my friends car in September.
Notice to Keeper arrived on the 7th Feb but dated 19th Jan.
Sent an email to their appeals service saying
Heard nothing back at all until today when he received a letter from Parking Collection Services requesting £160.
Have also already appealed to the BPA due to Approved Parking Solutions being Dormant, having a CCJ and also in the process of being dissolved.

I would greatly appreciate any advice you can give for where we go from here! It may help others in the same situation as a few people where he lives have received tickets for parking around their own flats.
A PCN was issued to my friends car in September.

Sent an email to their appeals service saying
As registered keeper I wish to appeal this PCN. The Notice to Keeper arrived 141 days after the alleged event and 122 days according to the date on the Notice to Keeper.
The Protection of Freedoms Act 2012 requires (as per section 8, sub-paragraph 5) that if you wish to hold keeper liable for the PCN that it is served no earlier than 29 days and no later than 56 days of alleged event.
"The relevant period for the purposes of sub-paragraph (4) is the period of 28 days following the period of 28 days beginning with the day after that on which the notice to driver was given.
"

Therefore as Keeper I am not liable for this charge and demand that you cancel it and do not contact me further regarding this PCN.
