Confused about baggage charges!

I am looking at flights from London to Berlin with BA, and found an Expedia Special fare price.

I selected outbound and return flights, and got a total price. On the right-hand side, it says “The airline may charge additional fees for checked baggage or other optional services”. When I click the link for additional fees, it comes up with this:

I checked with an advisor who tells me that all special fares and hand baggage only, so extra fees will apply for hold baggage.

I then added a hotel to my search. With the same flights, it now says this on the total price page:

I don't understand why it would be different or which one is correct? It's the same flight times, and same airline.

Has anyone booked a special fare with Expedia who can confirm what is included in the price?

BA does hand luggage only fares and fares which include baggage. I believe when you chose the flight only it takes the HL only fare but when you include a hotel it includes baggage.

I have read on another forum that by adding a car or hotel, even if you dont end up using them, the flights with BA can come out cheaper than if you dont add them. Have a read of this http://www.headforpoints.com/2015/03/18/british-airways-short-haul-flight-discounts/
