TPS Parking Charge

I've read the Sticky for Parking Charges, but im still not sure, sorry. So if theres anyone around to help me out with this one?
I was the only car to have received one of these Parking Charge Tickets, It wasn't even in a black and yellow colour packet, just a blue and white one and even those other cars who didn't display a permit didn't have one of these on their windscreen. I'm tempted just to pay but I'm certain i've previously read up on Total Parking Solutions being a scam company. I'm the driver of the car, however im not the registered keeper - that's my dad, I'm just worried about letters being sent to his address, and them finding out about the parking ticket.
