Local Authority Leasehold Problem

Hope this is the correct place for this question.
We own an ex Local Authority flat in a block of nine, four owned and five still council tenants I believe. As you would expect any works carried out is divided by nine and we pay one share. The flat used to belong to my MIL and around ten years ago the whole roof was replaced and she had to pay her share (around £4000 from memory). Recently they have fixed solar panels to the roof, directly above our flat as it happens as we are on the top floor but we are being told that the energy generated will only benefit the council tenants. We will still even have to pay our 1/9th of the communal lighting. Am I right to be slightly annoyed!!
I suppose my question is, can it be correct that it is partly my roof when it needs repairs and then nothing to do with me when they stick solar panels up there?

    Depends what your lease says. However, I assume you were not asked to pay towards the solar panel installation .., this isn't a repair. So you won't be able to benefit. Unless you can prove otherwise.
