Help understanding parking sign

I'm a bit confused by a sign that's just outside my house (it won't let me post pic). I'm getting a car next week and don't want to end up with a fine. My area has permit parking and I'll obviously be getting a permit. The top part of the sign in yellow has a No Waiting symbol, Mon-Sat 8am-6.30pm. But the bottom part of the sign is white and says;
NO LOADING
MON-FRI
8 - 9.15AM
4.30 - 6.30PM
I don't get the No Loading part if you're not allowed to wait anyway? I see cars parked there a lot and especially at night. What I want to know is, am I allowed to park there after 9.15am (but not at all on a saturday) to take my shopping into the house, then go park the car elsewhere? And on Sunday's you're allowed to park all day?

Without seeing the whole sign it's hard to say, but initial thought would be that those restrictions apply to non-permit holders. So a permit holder can park there as normal, but others are restricted within those hours. That's the usual way they do things because it stops people parking there while shopping etc but doesn't cause to much inconvenience for people who just need to drop something off or pick up.
As for the loading / waiting, they're different things as far as parking law's concerned. Think of waiting as parking, or "passively" sitting in the car waiting for someone. Loading applies when you're "actively" getting stuff in and out of the car. Loading is often allowed where just sitting doing nothing isn't.0 -
You are allowed to load in a no waiting area.
Unless it is forbidden (as your sign does in the morning and evening rush hours)0 -
You need to post the whole sign to see if there is an exception made for permit holders. Whilst you cannot post images as a new user you can upload the photo to a normal picture sharing site and then post the link to it here just omitting the http://www. from the start.0

The OP is too new to post photos or links, at least that what I believe they are saying. Though the same advice would apply, that dropping the http://www. from the beginning of the link will allow them to post it but the forum wont turn it into a clickable link0 -
Call the council and ask for clarification of where your permit allows you to park. Sounds that during the day the road is a clearway with loading allowed outwith rush hours.
You will probably only be able t park there between 6:30pm - 8:00am.0 -
Thanks for the replies. I don't think there's an exemption for permit holders, I know I need to park in the permit holder spaces. I just wanted to know if I'd be able to stop there, turn the engine off and take my shopping in the house, saves carrying all the bags from where I'll be parked. Or if I can park outside my house after 9.15 until I pick my son up from school so would leave around 2.45pm.

According to the Highway Code the waiting restriction doesn't include loading and unloading, so that's why it has a separate sign. So you shouldn't park there between 8am and 6:30pm. You can load or unload during the day but only between 9:15am and 4:30pm.
