Rejected Popla and now Final Demand from DC

I have received a Final Demand for Payment from TNC. I was given a ticket for an incorrectly displayed ticket in Falmouth Museum Car Park in July 2014. I disputed with Popla based on mitigation of there being a thunderstorm that day, but it was rejected.
I want to go back to Armtrac the PPC with a letter, but not now sure as to which would be best to send. Do i try the Popla template and submit or am i too late now? or should i write back to Armtrac, ignore TNC and say this is the first NTK i have received and go from there.
I wish i'd come straight her, but so unwilling to pay this and want to do my best to fight, to the courts if needs be.
Any suggestions gratefully received, regards Graham

I fail to see what a thunderstorm has to do with it and I'm not surprised your PoPLA appeal was refused.
They don't have to send a NtK if you responded to the NtD (the windscreen ticket).

You have only one shot at POPLA.
Debt Collectors can be ignored, because they can do nothing with you other than send Final Demands (and even scarier Final, Final Demands).
Continue to ignore unless you get a Letter Before Action (from Armtrak or their solicitors) or Court Papers via the bulk handling centre at Northampton County Court. Come back if you do. They have six years from the date of the parking event to pursue the alleged 'debt'.
