Please can somebody advise on the below
I have had a parking ticket last year at Lancashire council run car park. I wasn't driving the car at the time of this parking offence. when i received their demand i submitted a defense by supplying the name and address of the person who was driving the car at the time.
Subsequently i received a document stating that this matter was now going to be dealt with by the Northampton county court (business court). I duly submitted the same defense again to this court in writing.
I received a document from this court stating that the order had been cancelled. But the next paragraph it stats that the council can still take further action.
Can someone tell me where the buck stops?
subsequently i received a pack of documents from a so called independent adjudicator after the court judgement. I again submitted the same defense. This was rejected surprise surprise by the so called independent adjudicator and the same offence was sent back in front of the same court (Northampton).
I submitted the defense, that this has previously been dealt with by this court and this was a waste of the courts time.
I received back the same document i received the first time from this government body (which seems to be a default response).
So to re-cap this same ticket has been in front of the court for the same alleged offence and has been cancelled - but the court states the council can still take further action?
What is this action that they can take? - I would of thought the court was the higher authority.
Please if anyone has any thoughts on this matter i would very i like to hear them much appreciated.

Thanks for your reply, yes it was definitely a council ticket. as all the documentation and demands for money have come from Lancashire county council.
They referred the matter to the adjudicator - can you tell me who makes the final decision in these cases? i would of thought it was the county court.?
