ZZPS "passing account to litigation" (Wright Hassall)

Hi all,
Brief history:
Received threatening letter from ZZPS claiming I owe £160 for an unpaid PCN from VINCI, despite never receiving any PCN or Notice to Keeper (NTK).
Does the letter from ZZPS constitute a NTK?
I sent a strong letter by post and email to VINCI, who responded refusing to communicate with me. I also sent a strong letter (also replicated over email) to ZZPS to dispute any debt and they have responded by email stating my account has been passed over to "litigation" and any further correspondence should be directed to Wright Hassall.
I have not yet received a LBA from Wright Hassall and have a response to ZZPS drafted demanding proof of the delivery of the PCN, NTK (both in accordance with the PoF Act 2012) and genuine pre-estimate of loss.
Do I send the email, ignore them, wait for an LBA?
Have Wright Hassall ever actually taken anyone to court?

I am reading through these threads but typically the LBA has already been received and I have not seen any discussion regarding any actual court activity?
I also am hoping to confirm whether the ZZPS letter is considered an NTK?0 -
thats because there isnt any , certainly not yet, new kids on the block , takes time to see if threats are real or imaginary

Is there a standard format an NTK must follow? All I know reading the PoF Act is the timeframe it must be received in.
Also, wouldn't it have to come from PCN company rather than the joke of a debt company?0 -
companies are free to use any format they like, this industry is not regulated, but if enforcing under POFA then it would have to comply with POFA, if not then it wont
NTK should be issued by a PPC but many use debt collectors as the back office, so no, its not mandatory and ZZPS and others like DRP are used as back office for follow ups
again, this is due to no regulations in place , welcome to the "grey area" of private parking invoices
bear in mind these are invoices, nothing more
I have only seen WRIGHT HASSELL threads in the last few weeks , so come back in a year or two if you want experienced answers based on facts or reported threads about them (or others)
I have seen no LBA letters nor any actual litigation letters posted on here in those few weeks the topic has come up (its a recent topic, all threats , no actual action)0 -
Ok so on that basis I think it is worth me continuing with my communication with them to request various information and proof, as well as contacting the landowner/management company who are responsible for the land in question.0

All the Right Hassle letters we've seen so far have been from ZZPS pretending to be Right Hassle. Crucially they state that Right Hassle's client is ZZPS, which no real solicitor's letter would do because ZZPS is merely a debt collection agency and has no claim whatsoever against you.
If your letter states this then you could write to Right Hassle as though this were a Letter Before Claim, but don't mention Vinci: Right Hassle has stated that their client is ZZPS therefore you want full particulars of ZZPS' claim against you. This will cause them a Wright Hassall, because they've never actually heard of you. For maximum irritation effect you could address your letter personally to some or all of the senior personnel listed on this page:

If you've got the standard Right Hassle letter, claiming that ZZPS is their client and making facile threats about getting a CCJ against you, you can also complain to the Solicitors Regulation Authority. I've sent you a PM.Je suis Charlie.0 -
I don't yet have a letter from Right Hassle, just a statement over email from ZZPS that my account has been handed over to them. I have no doubt I'll receive one of these threatening letters in the coming days/weeks.

So ... ZZPS (debt collector) have passed it to a "solicitor" (actually acting as another debt collector), and you HAVE NOT received any formal LBA.
And you won't ... at least not from ZZPS or Right Hassle.0 -
Look at page one of the forum - how many Wright Hassall threads are being started unnecessarily this week...why? The forum already has threads about this lot.
Search the forum for the keyword 'Hassall' to find this discussed lots of times. Anyway the search of the forum will explain it all and what others have done who have already had these silly letters.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
