PCN charge in residents parking.

Hi there,
Received a pcn 15/03/15 whilst parked in a residents parking bay for less than two minutes.
The bay is directly outside my partners house whom I was picking up at the time. She doesn't have a permit as she doesn't drive.
The observed time on the ticket was 15 seconds!! I was only in the house for 2 minutes.
Can I appeal this??

Just to clear up any confusion - yes you can appeal it, however you will need all the paper work that you have over this including tickets/letters etc.
Also expect to lose at the first hurdle, its after the second attempt where these things can be overturned.
As above follow the advice in the link for council parking.From the Plain Language Commission:
